Zawaya Developments and EDIC Developments have announced a strategic partnership to develop SIA Boulevard in 6th of October City, West Cairo, with total investments stated at EGP 3.5 billion. The announcement, published by Invest-Gate on 17 August 2026, presents the project as a repositioned mixed-use destination rather than a conventional retail scheme. Construction, including excavation and development works, is described as underway.


The project is planned at Al-Najda Square, an established location in the heart of 6th of October City. That positioning matters because the investment case is based on existing daily demand and footfall, not only on a promise that a new district will become active in the future. The partners say SIA Boulevard will combine retail units, administrative offices, medical clinics, hospitality units and entertainment. The project is also expected to include an open-air pedestrian boulevard, landscaped areas, water features and outdoor terraces for many ground- and first-floor restaurants and cafés.


The announcement describes a division of responsibilities between the two developers. Zawaya chairman Mohamed Raouf said the alliance combines the companies’ development, planning and management capabilities and could become the first in a series of joint projects. EDIC chairman Amr Zaki said the partnership is designed around complementary expertise and that SIA Boulevard is the first venture under the alliance. These statements describe the intended structure; they do not disclose the equity split, financing package, contractor, sales launch date or unit pricing.


Operations are a central part of the plan. Asset Pillar Development and Property Management has been named master operator, while Medical Algorithm, an Egyptian-Saudi healthcare management firm, is expected to manage the medical component. HPadel & CrossFit will develop and operate a sports zone, Giggle & Wiggle will manage children’s entertainment, and Guitara Restaurant & Café is listed as a food-and-beverage brand. Hafez Consultants has been appointed for architecture and engineering consultancy. The operating appointments are important because mixed-use projects create value through functioning services, occupancy and repeat visits, not only through the sale of units.


For commercial buyers, the operating model is a material due-diligence issue. A clinic, office or retail unit should be evaluated against the signed management agreement, service-charge budget, permitted use, delivery specification, parking, access, visibility and the expected tenant mix. A named operator can improve accountability, but it does not guarantee occupancy or returns. Buyers should request the final contract, escalation clauses, fit-out rules and evidence of permits before treating the project’s marketing claims as an investment forecast.


For the developers, the challenge is execution across several asset classes at once. Retail, medical, office, hospitality and entertainment uses have different construction, licensing, staffing and operational requirements. The project will need coordinated phasing so that early openings do not create a partially occupied destination with incomplete services. The announced three-year target for becoming operational should therefore be tracked against published milestones for excavation, structure, utilities, fit-out, licensing and operator mobilisation.


The location offers a potential advantage, but it also creates competitive pressure. 6th of October already has established malls, medical centres, offices and leisure destinations. SIA Boulevard will need a differentiated tenant mix, reliable access, adequate parking and a service proposition strong enough to draw visitors beyond nearby residents. An open-air boulevard may support restaurants and social uses, yet its performance will depend on shade, climate control, maintenance, safety and year-round programming.


The EGP 3.5 billion figure and all project components in this report come from the developers’ announcement as carried by Invest-Gate. Impact Group has not independently audited the investment value, construction progress, operator contracts or three-year target. The official websites of Zawaya and EDIC corroborate the companies’ development identities and portfolios, but do not independently confirm the SIA Boulevard announcement. Prospective buyers should wait for project-specific contracts, approvals, price schedules and delivery milestones.


The immediate significance is that two developers are positioning a West Cairo scheme around operations and destination quality as well as unit sales. If execution matches the stated plan, SIA Boulevard could add a new mixed-use node to 6th of October. Its investment case will ultimately be measured by construction completion, tenant commitments, operating performance and sustained footfall—not by the launch announcement alone.
